The Gap Between
Rescue and Recovery.
Nigeria's National Agency for the Prohibition of Trafficking in Persons (NAPTIP) rescues girls from traffickers and abusers across Delta State. After rescue, the question is always the same: where do we send them?
There is no dedicated residential rehabilitation facility for girls in the entire state. Girls are either returned to the environments that harmed them, placed in ill-equipped shelters, or lost in the system entirely.

Trafficking is Rising in the Niger Delta
Delta State is a documented transit zone for human trafficking, with teenage girls disproportionately affected. NAPTIP's rescue operations outpace available recovery infrastructure by a wide margin.
Early Pregnancy Without Support Systems
Teenage mothers who want to continue their education have no safe, supportive environment to do so. Without childcare and holistic support, most drop out permanently — a generational cycle of poverty.
Substance Abuse Among Homeless Girls
Girls without stable homes are disproportionately vulnerable to substance abuse. Existing facilities in Delta State are not designed or equipped to address the specific psychological needs of teenage girls in recovery.
No Vocational Pathway After Rescue
Economic independence is the strongest predictor of a girl not returning to harmful situations. Without vocational training and skills acquisition, rescue is only a temporary reprieve — not a transformation.

Safe Residential Shelter
A secure, dignified residential space for homeless girls and those recovering from trafficking or abuse. Designed for up to 15 girls per 12-month cohort with private sleeping quarters, communal spaces, and a safe perimeter.
Literacy & Academic Centre
Every girl who enters the centre will achieve basic reading, writing, and numeracy before graduation — regardless of her prior education. No girl leaves without the foundational tools to continue learning independently.
Vocational Training Workshop
Five fully-equipped tracks — Fashion & Design, ICT, Catering, Hair Dressing, and Make-up — ensure every girl graduates with a marketable, income-generating trade skill. Economic independence is the exit strategy.
Mental Health & Counselling
Trauma-informed counselling sessions delivered by qualified mental health professionals and trained matrons, following a Biblical mentorship model (Titus 2) that resonates with Nigeria's cultural and spiritual context.
On-Site Crèche
Young mothers should not have to choose between their child and their future. The on-site crèche provides safe, nurturing childcare so that teenage mothers can participate fully in the rehabilitation programme.
NAPTIP Partnership Pipeline
A planned formal collaboration with the National Agency for the Prohibition of Trafficking in Persons, ensuring a documented, official referral pathway from rescue operations directly into TGRF's rehabilitation programme.

TGRF has already completed three years of grassroots execution. The rehabilitation centre is the next, decisive chapter — and every partnership moves us closer to breaking ground.
Accelerate This TimelinePhase 0: Grassroots Execution
TGRF incorporated (Sept 25, 2021). Six conferences and cooking competitions across Sapele, Oghara, Jesse, Abraka, and Effurun. Guinness World Record cook-a-thon attempt (May 2024). CAC registration (IT/8382042) and SCUML compliance (SC 101405262) completed. Community trust and brand recognition established across 5 communities.
Phase 1: Campaign Launch & Site Identification
Public fundraising campaign launch. Land acquisition and site identification in Sapele, Delta State. Architectural planning and regulatory approvals. Institutional grant applications to INGOs and government bodies. Corporate CSR partnership formalisation. This is where your investment makes the greatest impact.
Phase 2: Construction & Fit-Out
Groundbreaking ceremony. Construction of residential quarters, vocational training workshops, literacy centre, crèche facility, and counselling spaces. Equipment procurement and staff recruitment. NAPTIP partnership formalisation.
Phase 3: First Cohort & Ongoing Operation
First cohort of 15 girls admitted. 12-month programme cycle begins. Graduates receive vocational certificates and ongoing mentorship through the Teenage Girls Circle network. Measurable, repeatable impact documented and reported to donors and partners.
